Heat pump rebates come from your electric utility or from a statewide program, so the name on your bill decides which sections below apply to you.

SMUD

The electric utility for Sacramento County. If your bill says SMUD, go to the SMUD section. SMUD’s territory map is one way to check an address.

Roseville Electric

The city-owned electric utility for most of Roseville. If your bill says Roseville Electric, go to its section.

PG&E

If your electric bill says PG&E, see the PG&E section. PG&E also supplies natural gas in Sacramento and Roseville, which matters when you compare a heat pump with a gas furnace.

The state’s Switch Is On incentive finder lists incentives by address if you are not sure what applies.

TECH Clean California Incentives

TECH Clean California is a statewide program that has paid heat pump incentives. Its single-family heat pump HVAC incentives and its income-qualified federal home energy rebates (HEEHRA) are both listed as fully reserved. For current amounts, see the program’s site.

Single-family heat pump HVAC incentives

TECH’s page says that as of November 14, 2025, its single-family heat pump HVAC incentives are reserved statewide.

HEEHRA, the income-qualified rebates

TECH’s page says that as of February 24, 2026, HEEHRA single-family rebates are fully reserved for projects statewide. Reservations submitted after that date go on a waitlist, and a waitlisted project is only eligible if the heat pump is installed after the reservation is approved.

Roseville Electric Rebates

Roseville Electric is the city-owned utility, and it sets its own programs. As of October 2026, its residential rebates and energy savings page lists electric vehicle rebates, the PowerFlex program, the Home Energy Report, seasonal energy saving tips and solar. It does not list a heat pump HVAC rebate, and an older heat pump page on the city’s site carries the word archived in its web address.

Ask Roseville Electric directly whether any heat pump rebate is open before you plan around one, and see the program’s site for current amounts. As of October 2026; check current terms.

PG&E Customers

PG&E’s central heat pump page does not state a rebate amount. It sends customers to a search by ZIP code for rebates and products; see the program’s site for current amounts. As of October 2026; check current terms.

The Federal 25C Credit

The Energy Efficient Home Improvement Credit (25C) covered qualified heat pumps, with the IRS page listing up to $2,000 per year. The page says the credit is allowed for qualifying property placed in service on or after January 1, 2023, and before December 31, 2025. The IRS page was last reviewed or updated on April 28, 2026, and SMUD’s February 2026 announcement says the federal tax credits expired on December 31, 2025.

A heat pump installed this fall does not qualify. If yours went in during 2025, ask a tax professional. As of October 2026; check current terms.

Read the equipment rule

Programs pay for a type of system, not a brand. SMUD’s page asks for a two-stage (15.2 SEER2 minimum) or variable-stage heat pump. Get the model’s stage and efficiency rating in writing.

Read “up to” as a ceiling

SMUD’s page says up to $3,000, as of October 2026; check current terms. What you get depends on the equipment and whether you are converting from gas.

Check the funding

SMUD says its rebates are subject to availability of funding, and TECH’s are reserved with a waitlist. Read a program’s status before you plan around it.

Get the permit and the inspection

PG&E’s page tells customers to make sure the contractor gets a final inspection on the HVAC permit, and California Title 24 requires permits and duct testing on most replacements. See our Title 24 guide.
