A heat pump has parts a plain air conditioner does not: a reversing valve, a defrost control board, outdoor sensors, and, on variable-speed units, an inverter board. Light frost in winter is normal and the defrost cycle clears it. Solid ice that stays means the defrost board, the sensor or the reversing valve is not doing its job, or the refrigerant is low. Switch the thermostat to auxiliary heat if it has that setting and call us.
Sometimes not: heat pump supply air is cooler than furnace air by design, around 90 to 100 degrees. If the house is not reaching the set temperature, or the air is truly cold, that is a repair visit.
